The Charter

The Charter was drafted following an initiative taken by the French Presidency of the European Union, during the 2nd Semester of 2008.

The need to elaborate such a Charter was driven by the following considerations:
  • The importance of the territorial dimension of Development
  • The diversification of cooperation actors involved at local level (states, local authorities, civil society, private sector)
  • A lack of dialogue between those different actors, as well as parallel and at times rival interventions
  • The need for better harmonisation of cooperation actions supporting local governance to strengthen their effectiveness.
The Charter provides a common framework forthe different European actors of support in local governance, respecting of their specificities, and defining harmonised modalities and cooperation principles in relation to local governance support.

This document was annexed withthe European Commission's Communication "Local Authorities : actors of Development" (see the communication), and approved by the EU Council of Ministers on 10 November 2008 (see conclusions).

Drafting process

The Charter was drafted by a multi-stakeholder working group on a consensus basis. This group was composed of the European Commission, Member states, local and regional authorities and their representative associations, as well as civil society organisations. (See the list of organisations involved in the process). As mentionned in its introduction, the document takes into account existing  references documents related to local governance.
